HB 2229 is founded on the principle that while individuals must be held accountable for their actions, genuine transformation and rehabilitation should also be recognized. The bill creates an earned pathway to parole eligibility for certain individuals serving life sentences who demonstrate decades of positive behavior, educational achievement, freedom from violent and drug-related disciplinary infractions, and successful completion of rehabilitative programs. It does not erase past crimes, nor does it diminish the pain experienced by victims and their families. Rather, it asks whether a justice system can acknowledge profound and sustained change while maintaining accountability.  

 

Throughout Scripture, we find examples of redemption, restoration, and transformed lives. Hebrews 13:3 reminds us to “remember those in bonds,” while Matthew 25 calls believers to minister to those who are imprisoned. As people of faith, we are challenged to consider whether true rehabilitation should be recognized when it is demonstrated consistently over many years.

  • Individuals who are incarcerated, that they may experience genuine transformation and restoration.

  • Lawmakers and public officials, that they may exercise wisdom, discernment, and compassion.

  • Our communities, that justice may be guided by both truth and mercy.
